Francisco Mingorance, a Hispano-Swiss based in Brussels and Geneva, has more than 25 years developing pan-European engagement strategies and public affairs campaigns for leading technology firms. His recent policy advocacy work includes managing legal and economic research by leading academics; working with European regulators and the media to dissuade competition authorities from initiating formal competition enquiries against leading European technology providers. Francisco created and managed the Business Software Alliance Europe representation for 11 years; developed community-based engagement campaign with thousands of stakeholder and patents holders to reject the software patent (CII) and preserve IP rights on server software interfaces. He regularly engages with stakeholders across countries to establish relationship and create European organisations and sectoral advocacy platforms. He worked for the European Commission on access to essential patented medicines and Declaration by WTO on Access to HIV/AIDS Medicines. As representative of the European cloud infrastructure sector, Francisco is a board member and founding member of the pan-European Gaia-X initiative on cloud computing and data spaces.
